    Overview of Position:

    FEDITC is actively looking to hire a Resource Efficiency Manager (REM) to support our Air Force client.

    The Government requires advice from qualified facility energy professionals on field technical engineering services. The primary focus of services is to support the Air Force Civil Engineer Center in fulfilling the requirements of EISA 2007, Sec 432, subparagraph (2) (A) by coordinating their activities with the base energy managers and utility managers. The primary focus for these services include, identifying Energy Conservation Opportunity (ECOs) in coordination with Air Force Energy Staff to translate ECOs into viable projects, technologies, retrofits, etc., that reduce facility utility and water consumption thereby saving funds, conserving resources, and reducing the Air Force’s carbon footprint.

    Responsibilities:

    • Fulfill requirements of EISA 2007, section 432
    • Provide facility evaluations support
    • Provide re-commissioning and retro-commissioning support
    • Implement energy and water conservation measures
    • Collect and verify energy data
    • Benchmark covered facilities
    • Prepare monthly return on investment reporting as needed
    • Assimilate data including utility bills, consumption data, and facility drawings
    • Conduct energy audits
    • Develop energy savings cost estimates for buildings
    • Develop and implement installation energy savings plans
    • Develop energy awareness training and materials
    • Maintain a database of energy accounting and rate analysis
    • Monitor and verify work is performed in accordance with project quality control plan
    • Monitor implementation schedules
    • Review and conduct site surveys, feasibility studies, designs, shop drawings, project close-out documentation, invoices and payments, and maintenance procedure.
    • Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC’s Client(s)/Customer(s)/Prime contractor(s).
    • Other support duties as needed/directed.

    Education and Experience:

    • A minimum of a Master’s degree in engineering, architecture, mathematics, or physical sciences substantially relevant to facility and infrastructure type projects from accredited institutions within the 50 United States and a minimum of 3 years of military facility/infrastructure energy related experience are required.

    OR

    • A Bachelor’s degree in engineering, architecture, mathematics, or physical sciences substantially relevant to facility and infrastructure type projects from accredited institutions within the 50 United States and 6 years military facility/infrastructure energy related experience.

    OR

    • A Bachelor of Science degree from accredited institutions within the 50 United States and a minimum of 10 years of military facility/infrastructure energy related experience and have a current Certified Energy Manager (CEM) Certification.

    OR

    • A minimum of a two-year technical degree in mechanical or electrical field from accredited institutions within the 50 United States and a minimum of 20 years’ military facility/infrastructure experience (ten of which shall be energy related) and have a current CEM Certification.


    Certification:

    • Professional engineer or registered architect is highly desirable
    • Association of Energy Engineers (AEE) Certified Energy Manager (CEM) certification, or equivalent certification, is highly desirable

    Clearance:

    • Must be a U.S. Citizen and pass a DoD background investigation for a Common Access Card (CAC)
